Nov. 7, 2006 Ballot questions: (6 amendments) Amendment #1 Legislators' spending What would it do: Put stricter controls on how the Legislature spends money and plans the budget. It would limit the amount of nonrecurring revenue the state could spend on recurring purposes to 3 percent of the overall general fund revenue. Pro: Makes legislators think on a more long term basis when planning the state's budget. Con: Ties legislatures hands when it comes to spending money. CFOF recommends a YES vote -------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Amendment #3 Passing future amendments What would it do: Require constitutional amendments to be approved by 60 percent of the voters instead of the simple majority currently needed. Pro: Makes it harder to amend constitution. Con: Amendment seen as a power grab by legislators and big business threatened by people's ability to amend constitution. CFOF recommends a NO vote Click to see the issue TV ad -------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Amendment #4 Youth smoking What would it do: Spend millions of dollars each year on smoking prevention and education, primarily aimed at youth. Pro: The money is coming from the 13 billion settlement with tobacco companies, not tax dollars. Con: The money could be spent to plug other budget holes. CFOF recommends a YES vote ------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Amendment #6 Homestead Exemptions What would it do: Let counties and municipalities offer an additional $ 25,000 homestead exemption to low-income homeowners 65 and older. Pro: Many of these citizens are on fixed incomes an cannot afford to pay the ever-increasing property taxes on their homes. Con: The exemption would take away revenue from local governments. CFOF recommends a YES vote -------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Amendment #7 Disabled Vets What would it do: Give a property tax discount to permanently disabled veterans 65 or older who were Florida residents when they entered the military. Pro: Tax exemption would give thanks to disabled vets, many of whom are on fixed incomes. Con: Does not apply to all disabled vets and would reduce local government income. CFOF recommends a YES vote -------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Amendment #8 Eminent Domain What would it do: Prohibit government entities from using eminent to take private property and hand it over to a private developer. Pro: Amendment would strengthen property rights in Florida. Con: Would make it harder for cities and counties to redevelop blighted areas. CFOF recommends a YES vote
