Input
Concerned Friends Of Fernandina has just learned that
the City has now
scheduled two additional opportunities for the public to express their ideas
and give to input to the plans being developed for the Waterfront; and also
we now have the date for the final adoption of the Finding of Necessity
which will officially remove the neighborhoods from the CRA district.
The Revised Finding of
Necessity is currently being reviewed by the city attorney,
Deborah Braga, which is to be completed by Jan. 31st. The
city staff will then advertise the meeting and the
Commission is now scheduled to vote on its adoption on Feb.
15th. Also the City Commissioner's are supposed to vote on
adoption of the CRA Development Plan (the document written
and revised by Ivey Planning and the City) at their first
meeting in March.
Fleet &
Associates/ Waterfront: To maximize the opportunity
for public input, there will be two input gathering sessions
held:
Feb. 25th from 9am to 6 pm at the Hampton Inn
Downtown, private meetings with Fleet can be scheduled (by
calling the Planning Dept.) by individuals or groups. Each
time slot is limited to 15 minutes.
March 7th at 5:30 p.m. at City Hall - Fleet will
give a summary of all the input they have received up to
that point. This will include input from the original
charettes, from written submittals, from phone calls as well
as the meetings on Feb. 25th. They will then seek any
additional, and final, public input at the meeting. After
this meeting they will go back and prepare their recommended
conceptual plan for presentation to the City Commission.
Fleet & Associates will be conducting
their next meeting on March 7th at 5:30 to unveil
some initial conceptual plans for the waterfront and solicit
public comment. In the meantime, the City has recommended
that any interested party provide input to Fleet so they can
shape these initial plans incorporating that input. Janis
Fleet has agreed to meet with some members of the CFOF
steering committee to gather our input.
The City has still not formally adopted
the revised Finding of Necessity reflecting the removal of
the residential neighborhoods from the boundaries of the
CRA. Originally scheduled to be adopted in January, the
date has obviously slipped. CFOF plans to meet with the CRA
Director and get a commitment for a new timetable.

CRA Update
Until recently, there has been little activity with the
City’s CRA since the major changes in June and July where the City agreed to
remove the southern and northern neighborhood areas and directed staff to
plan on using a 30-year duration and allowing CRA funds to be used on
improvements at the City marina. In October, the City received the revised
version of the CRA Development Plan from the Ivey Planning Group. This

. CFOF has reviewed the document and met
with the City to review our suggested corrections and edits. It is important to note that
the City has not adopted the revised Finding of Necessity that excludes the
residential neighborhoods. CFOF is continuing in its efforts to have this
safeguard made official. We have been assured by City officials that this
will be completed in early January, 2005. At their October 5th
meeting, the City Commission approved a $14,000 project to develop a
conceptual plan for the waterfront CRA area by Fleet and Associates.
Although CFOF expressed its concerns as to whether the scope of work
outlined by Fleet in their proposal would meet the expectations of the
Commission, the motion was approved. On November 11th, Fleet &
Associates held a one-hour ‘meet and greet’ session at the Hampton Inn
downtown to introduce themselves and answer questions about their
experience. CFOF is attempting to get a schedule of the public input
meetings to be held by Fleet and will distribute it as soon as it is
available.

New Waterfront Consultant
A “Meet and Greet” was held on Friday, November 11th.
for the public to meet the new designers for the city redevelopment
area (CRA). Fleet and Associates of Jacksonville were introduced to about
20 people who attended this meeting.
Fleet and Associates have taken on the project of
preparing a conceptual drawing for a revitalized waterfront after the city
dismissed the Ivy Group who submitted a fee of approximately $36,000 to
perform the task. The City Commission found this fee to be excessive and
having previously selected the Fleet group as an alternate, and having their
fee being $14,240, the City Commission passed Resolution 2004-182 at the
commission meeting on October 5, 2005 for Fleet and Associates to commence
with the project.
A final plan will be prepared and hopefully presented
at a City Commission meeting on December 21, 2004.
Janis Fleet who, along with her husband, handled the presentation. She is
well informed and is definitely ready to handle this task. At one point in
the meeting, after some of the attendees had addressed all of their “wants”,
Commissioner Roberts made the following statement: “I voted to hire you to
do a conceptual drawing of the waterfront and that is what I want you to
do”. He further stated that he didn’t want to rehash what has been done and
said up to this point about what the waterfront should look like and I got
the impression that many in attendance felt the same way.
