Kannapolis, N.C. City Manager accepts Florida job, to leave by Sept. 1

KANNAPOLIS -- City Manager Mike Mahaney verbally accepted Saturday morning the county administrator's job in Nassau County, Fla.

He will start in his new position no later than Sept. 1. Floyd Vanzant, chairman of the Nassau County Board of Commissioners, confirmed Saturday night. The deal was done by conference call with Mahaney speaking from Kannapolis with Nassau County's five commissioners.

Also in on the call was County Attorney Mike Mullin and other staff members.

Vanzant said it took only about 15 minutes, from 8 to 8:15 a.m., to settle on the contract's final points. Mahaney expects to execute a written contract by sometime Tuesday.

The board and Mahaney settled on a lot of the contract's details by conference call Friday.

Vanzant said Mahaney brings 25 years of experience and a good knowledge of the area to his new job. Nassau County, which had a population of 57,663 in the 2000 Census, has been without an administrator for almost nine months.

From 1990 to 2002, Mahaney served as city manager for the city of St. Mary's, Ga., which lies just across the border from Florida and is about 30 miles from Fernandina Beach, the Nassau County seat.

Mahaney's salary in Florida will be $115,000 a year. He makes $110,000 in Kannapolis, but Mahaney said because Florida does not have a state income tax, his Nassau County salary is equivalent to about $125,000 in North Carolina dollars.

Mahaney has been Kannapolis' city manager for about two-and-a-half years. He and his wife dined in Salisbury Saturday evening.

Mahaney said he left messages with Kannapolis City Council members after he formally accepted the Nassau County job.

The county administrator's position is a step up, in terms of the county's total budget (about $100 million) and number of employees (about 400). Mahaney also will find himself working with other elected officials such as the sheriff.

"Kannapolis is a great place, and there's a lot of exciting things going on," Mahaney said. "But this is the next step up the ladder. ... We've made a lot of good friends here, and we're sad in many ways, but it's the right career move for me."

Mahaney has an undergraduate degree in civil engineering and a master's degree in business. He said he has a lot of experience in helping local governments deal with the pressures of growth, which Vanzant said coastal Nassau County faces from the Jacksonville metropolitan area.

Mahaney said it's important in those situations to try to protect a community's quality of life, by making sure things such as the highways, parks and utilities are adequate and efficient.

Kannapolis Councilman Darrell Hinnant said it's his personal and business philosophy that if an individual can improve things for himself and his family, he should do so. From his discussions with Mahaney in the past, Hinnant said, the Florida job is a great opportunity, a bigger challenge and more money.

Mahaney's wife works for NorthEast Medical Center. Both the hospital and city require a 60-day notice of their leaving.

Vanzant said he believes Mahaney is looking forward to "coming down South again."

Mahaney began discussions with Nassau County and flew down for an interview June 12.

Here's the current calendar-

7PM Monday October 10th- wetlands.   

The BOCC public hearing to change the county Comp Plan to reduce the buffer between wetlands and development  from 50 feet to as little as 15 feet. This will have direct and drastic effects on Crane Island as well as throughout Nassau County. It is also suggested that the wording on the nature of wetland buffers be changed from “native” to “natural” vegetation which we worry opens the door for fertilized grass areas to fall under the buffer designation.

9AM Wednesday October 12- County Commission
 
BOCC discussion of the Memorandum Of Understanding between the County and Crane Island developers with comment from audience. We need broad support because the opposition from the Plantation will be there in full force. It is not clear whether county commissioners will vote on whether to accept this arrangement at this meeting or not.  The public has never had the opportunity to comment on the MOU before either in city, county or joint city-county meetings.
 
6 PM Monday October 17- County Commission
 
At this public hearing, the County Commissioner's will discuss and take comment on establishing a 9 month moratorium on building permits in the county. This will be followed approximately 10 days later by a second hearing to finalize and hopefully approve this county moratorium  
 
6PM Thursday Oct. 20- LDR Joint PAB/Commission meeting
 
Important discussions between City Commissioners, PAB, and Gail Easley on the newly proposed Land Development Regulation draft. The joint boards will be deciding upon the new revisions to our present LDR's. The PAB's comments have been sidelined in spite of the fact that they have spent over 9 months in special meetings trying to decipher the changes Ms. Easley is proposing for Fernandina. 
 

6PM Tuesday Nov. 1- County P & Z Board 

 

Public hearing on the application to change the county FLUM designation for Crane Island from wetlands/conservation to medium-density residential.  Also on the agenda is an application to create a Planned Unit Development (PUD) that would involve building 169 homes on the island surrounding a 90-boat slip marina that would be carved out of the heart of the island.

Approval of R04-024, Amelia Island Company/Howard M.
